Risk Prevention in mountain handled by Meteomont Service

  Italian legislation states that CARABINIERI METEOMONT Service is in charge of monitoring snow pack and avalanche risk by preventing and forecasting avalanche danger for civil protection purposes. Prevention is carried out by collecting data and historical information that are then made available for studies and researches as well as for territorial planning and emergency prevention and management. Those data also feed the Snow and Weather Database, the Historical Avalanche Cadastre and the Historical Avalanche Cartography.

The office within whose territorial jurisdiction an avalanche event occurs carry out a site survey in order to write a complete report with photographic and cartographic documentation (Avalanche Event Sheet) that, with the GIS, forms integral part of an information system called Avalanche Event Dossier.

Another important report concerning snow and avalanche sector is the National Report on avalanches protection structures built in Italy that, in 1966, was started to supports the activities of the Snow and Avalanches Working Group of the Foundation for mountain problems of Alps.

Avalanche historical cartography

The information provided by the Avalanche Warning Service (avalanche events) also represent the base to draw up and update the Avalanche Historical Cartography.

Being made up of a cartography of avalanche sites of historical avalanches events that covers the last 60 years, the Avalanche historical cartography will be a useful tool for local authorities that are in charge of territorial planning and management.

The Avalanche historical cartography target is to represent on 1:25.000 scale IGM maps all the avalanche sites reported during site surveys carried out by Carabinieri Avalanche Warning Service or that are the result of studies, survey of mute proofs on the ground, researches of archive documents and of any other information source (e.g. wood evidences, historical or official documents, forest management documents, eye-witness reports, etc.)


In the Avalanche historical cartography only known avalanche sites, recognized following tips or researches (investigations), can be entered. Therefore some sites, the more remote ones in particular, may not be represented because of the lack of information or statistical data. It is also possible that in future some amendments will have to be made as an exceptional avalanche might overcame the limits on the map or an avalanche site might be cleared by the protection structures realization.

Avalanches are natural phenomena influenced by snow and weather conditions which can change in time and space, so the Avalanche Cartography can't be use to forecast the likelihood of an avalanche event but it is an useful analytical base for territorial planning and management.
